the zambian cities series: nchelenge part two — the mweru fishery, chisenga island, and the development case for lake country

the mweru-luapula fishery: one of the most productive inland fisheries in zambia. luapula province produces around 20,000 metric tonnes of fish annually — engaging nearly half the local population in the fishing sector. species include tilapia, tigerfish, the endemic mweru yellow belly, chisense, and kapenta. the main trading centre is kashikishi — whose fish market is among the most active in luapula province. fish reaches lusaka, the copperbelt, and the congolese towns of pweto, kilwa, and kasenga.

chisenga island: the largest island on the zambian side of lake mweru, allocated to northern rhodesia despite being closer to the congolese shore — giving zambia its 58% lake water share. accessible only by boat. one of the more genuinely remote inhabited places in zambia.

the DRC border and the cross-border economy: the zambia-DRC border is highly permeable. fish from the zambian side crosses to congolese towns; consumer goods flow back. since 1960, political crises on the congolese side have pushed congolese traders across to the zambian shore. immigration of congolese to the nchelenge area has been a significant demographic feature since the 1970s.

the development case: the fishing economy is nchelenge district's defining economic asset — and its most urgent management challenge. the fish resources of the lake are finite, and the fishing effort has grown substantially since the tar road arrived in 1987. the communities whose livelihoods depend on the lake's productivity have the strongest possible interest in it remaining productive.

the fish of lake mweru has been feeding zambia's urban population for over a century. the communities that generate this value deserve the investment in healthcare, education, water infrastructure, and market access that their century-long contribution has earned them.

the zambian cities series: nchelenge part one — lake mweru, the wide waters the locust cannot cross, and the fish trade that built the province

the lake: lake mweru lies on the zambia-DRC border. its full name — mwelu mukata mukandanshe — means "the wide waters that the locust cannot cross." approximately 120km long, up to 45km wide, covering 5,120 km2. zambia holds approximately 58% of the lake waters, DRC 42%. the luapula and kalungwishi rivers form important fish breeding ground deltas at their mouths.

nchelenge town: district headquarters on the eastern shore of lake mweru at approximately 912 metres above sea level. connected to mansa by the zambia way — tarred to nchelenge in 1987. before the tar road arrived, the population was small and dispersed. after it arrived, rapid growth as people moved to exploit the lake's rich fishery. nchelenge district now has the highest population density in luapula province.

the fish trade: commercial fishing in the lower luapula valley began in the 1920s, when the katanga and copperbelt mines created increasing demand for foodstuffs. large quantities of dried fish were taken by carriers to the mining towns. that same logic operates today. kapenta moves from lake mweru's fishing camps southward through nchelenge, through the congo pedicle, to the copperbelt's urban markets. the fish that fed the colonial mine workforce feeds the post-independence mine workforce by the same route.

mwata kazembe and the lunda kingdom: the luapula valley was dominated by one of central africa's most powerful kingdoms — the lunda kingdom of mwata kazembe, participating in long-distance trade connecting the indian ocean coast to the atlantic. the portuguese explorer francisco jose de lacerda e almeida reached the kazembe capital in 1798. david livingstone visited in the 1860s.

the mwata kazembe's court at mwansabombwe — approximately 60km south of nchelenge — remains the seat of the kazembe dynasty today. the mutomboko ceremony held there annually is one of the most significant traditional ceremonies in luapula province.
