The fact Queen Serenity couldn’t destroy Metalia makes a lot more sense when you remember Usagi needed help from Rei and the girls to finish her off.

Which also makes sense as to why Metalia killed the Inner Senshi first during the Silver Millennium. She was weakening the Queen.
