Eugene strikes me as the type to be one of Wendy's friends, honestly! You know, being the more reserved but still laid back one that doesn't really say much but still tags along with all their teenage rampaging. Whether or not he's hiding a secret is anyone's guess, though. Unfortunately I'd think Eugene would end up getting the short end of the stick in Gravity Falls, probably not having any powers unless he came across something that could grant them to him. Unfortunately, if the Blind Eye is still a thing at this point, he'd end up forgetting he had any powers in the first place.
