Nether politics headcanon
Despite being the god of the netherverse, Mr. Eye wanted to create a set of governments in different sectors. This means that a full scale war against the netherverse would need a vote, which is rare as most answer to the nether god...but none think of a reason to have a full invasion. This means that the army Mr. Eye uses is but a simple fraction of the real thing. A attack inside the netherverse would be the only reason to have a war be declared.
