Oh god damn it, I think I've figured out the "he's groovy, and never glooby" line in Deltarune ch3: It's a stupid bilingual Japanese-English pun.

In the Japanese language, "R" and "L" are equivalent, and "V" and "B" are equivalent (that's the short version). So, setting aside the intricacies of transliteration, "groovy" and "glooby" would both be pronounced by a native Japanese speaker as "guruubii."
