While I always thought the character design in Nier Automata was some sort of personal fetish thing, playing through the game myself now for the first time, I think it indeed has more meaning.

Everybody from YoRHa indeed looks like some sex doll. But it's only them. The other androids you encounter, namely those from the Resistance, look and dress like everyday humans.

A2 is the most obvious example who is dressed like a prostitute. The Commander is a mistress and 2B the handmaid. The operators a dressed up as harem slaves, and 9S, well, is a schoolboy. The most plausible explanation is indeed that these are built on re-purposed sex-bots. Not much use for those when all humans had died out. This would also explain why they get horny when fighting.
