What's most notable about Nippy as a character is that her intelligence and voice does not come from her own mind or from solely The Institute — It comes from a murdered civilian.
While the chip implanted in her brain and its wiring came from The Institute, the data it contains comes from the memory and life of one of its victims. The Institute killed many to achieve its goals in technological advancement, and Nippy has the voice and attitude of one of the countless slaughtered.
Nippy does not know this, and neither does Teddy. If this information were revealed to her, she'd likely have a very difficult time with her identity. Still, she has very brief, vague glimpses on occasion of a life that she does not remember living.
