This is Count Fabulous. He's the pet of Draculaura in all generations. Though in G2, he was one of three pets. There was also a spider named Webby who was exclusive to the movie and a bat-poodle with no name.
G3's Count Fabulous is a pet bat that Draculaura can turn into a cat using magic. He used to be her babysitter and has been with her since she was a baby, as is customary with vampires in this gen.

G1's Count Fabulous has extensive lore. Especially considering HE IS A SENTIENT ADULT MAN TRAPPED IN A BAT BODY.
Draculaura, someone with the mental age of 16, keeps a grown man as a pet. She takes care of him, dresses him, feeds him. And it's unclear if anyone can tell.
