A headcanon to help the Bad Wolf/Moment/Not!Rose disappointment.

What if Rose, when she was the Bad Wolf could not physically place herself at the scene of the Time War? We really don't know the extent of her powers. We know she controlled life and could manipulate time. But maybe she scattered the words Bad Wolf all the way into the past and influenced the weapon. Maybe Bad Wolf is even the reason the moment developed a conscious. So really, Rose was projecting herself into the past while she was still on the satellite 5 Gamestation saving the Doctor. The Time War ends and she allows the Doctor to change his past.
