Hi! So sorry for the late reply! :) Do you mean how do you clone it as a default replacement? Or how do you make the actual retexture?
When I retexture hair (EA, store, and CC), I use s3oc and S3PE. I can find you a link to either of those programs if you need it, but here’s how I’d do a default replacement for a non-store EA hair. Once you open s3oc, go to the Cloning tab at the top and click “CAS Parts”. I like to sort the results by EP/SP and then Name (just click the title at the top of the column to sort it), and then find whatever hair you want to retexture. Highlight it and select “Clone or Fix…”. Now, to make a default replacement hair retexture the settings you use to clone it are a bit different than for other things. You must check “Deep Clone” and UNcheck “Rename/Renumber”. Then, once you’ve done that, click start and wait for it to create your package.
After s3oc is done, you can open up the hair in S3PE and export/replace the textures like you’d do with a store or CC hair. Also, since it’s a default replacement retexture, be sure to delete any extra resources from the package (the geoms, bones, txtcs, bgeos, bblns, etc.). It’s not strictly necessary, but it keeps the bloat down and makes your files smaller. :)
