A question (likely one that's been mentioned before but it slips my mind): does Quinn have Enclave ties? It seems in-character for her, at least on the periphery.

This is!! A tough and good question. Obviously, Quinn had a lot of connections to prewar America’s government and military. Her mother was a senator with a bullseye towards a future presidency, and her father was a general within the army. This is also only heightened by the fact that up until her pregnancy, Quinn worked in politics too and had been planning on running for congresswoman in some years.

However, she did grow to share some of the disenchantment that her husband had towards the government’s failings, and later, its escalation of abuses in the face of the war–especially America’s actions towards Mexico. While she can be very Machiavellian, her perceptions towards prewar America are very, very dim in light of the Great War. I think Quinn would have little interest in reviving or helping to restore them, even under the rebranded Enclave title. 

Also, to my knowledge there was little to no mention of Enclave aside from a brief comment by the Brotherhood? So I’m not sure if they’d even have enough influence after the events in Fallout 3 to really establish that. I think that would definitely be something INTERESTING to explore, but ultimately, once Quinn knows who they are and where they came from, she’d probably only ally herself with them if she saw an avenue to exploit them and have her Institute come out on top.
