Yes, neither are Kings yet because their father Ouroboros, The Eternal King and Wanderer of the Abyss is the current- but absent - ruler. Despite his status, which irks him to end, he still is charge of managing the Circle of Envy because neither his father or brother are there to do so. He's considered a fair and just ruler and has improved the lives of both the sinners and the demons who live in the circle greatly. His hobby is coming up with ways to commit Patricide/Fratricide.
