Loki was being brought in of course because everyone saw him as a danger still even though what happened wasn’t really his fault. Once he got near Zephine who had helped find him, his mark began glowing and it was a little hard to see with his layers of clothes on but you could see the light peaking out from his sleeve. “Can’t do your jobs yourself so you have to have someone else do it for you?? How pathetic really” he mocked them as his chains started to rattle.
