"It's impossible" he says. "You like him back" Kirigiri adds. and that shuts Naegi. He feels troubled because is /Togami/ the one who likes him and he sort of doesn't mind. So he just headbutts to resolve this, he goes to the library -"just to think, just to think" he repeats to himself- and he sees Togami walking in circles and speaking to himself. He thinks it's a private moment so he tries to leave, but /of course/ Togami notices him. Naegi quickly apologizes and leaves, redder than ever.

going to the library is really like some sort of Freudian slip bc like. really. naegi must of realized that there was a high probability of togami lurking around there. but being the loser he is he absconds before anything can play out :')

At the next morning Togami is nowhere to be found. That by itself isn't strange but to want Togami's presence of all people near him is what makes his inner alarms scream because 'Since when I like someone's attention on me?' and that scares him: he's out of his comfort zone and he /likes it/. He then tries to talk about it to Kirigiri and she just has this little 'I knew it' smile. He curses because it's 'Togami', 'liking' and 'Naegi'. He feels he'll die of embarrassment. Kirigiri laughs.

of course he needs good ol’ kirgir to connect the dots for him. but then again, this is a bit different. it’s hard for people to wrap their minds around the fact that togami is taking interest in someone, and someone like naegi to be precise. togami probably doesn’t even get it. naegi is supposed to be a plebeian, someone who is below him, meant to serve under togami. but he sees everything in a way that togami doesn’t, and that frustrates him, but at the same time he’s intrigued no matter how much he hates it. (he’s probably piss poor at hiding it too.)

Naegi believes he should feel a bit bothered by how Togami's eyes seem to drill their way to him -it's a powerful gaze - but he realizes if it's Togami, he suddenly doesn't mind. So when he nudges Togami to get him out of whichever trance he's in and said man swiftly shifts his focus he finds himself missing those eyes and he wonders 'I must be insane to want Togami glaring at me all the time' (even when he deep down notices he wasn't glaring but more like just watching. Very focused).

that’s the thing about togami though. he thinks, no he knows, he is better than everyone and therefore when looking at people it isn’t a dirty look or him being angry–it’s just plain condescending. so either you shy away when he looks at you, or you get used to it and try not to let it bother you (maybe there’s even the dreamer who challenges it, but you know.) i guess no matter the circumstance naegi has always been a bit bothered by the look? but this time it’s a different kind of bothered because his brain is telling him it’s a different kind of look. he thinks togami is just togami, and there’s nothing more to that, but this isn’t a bad look, just different, to repeat. one part of him thinks of that, but being, well, naegi, he doesn’t think much of it.

In Naegi's case it isn't what he notices or not, but more about what he doesn't mind. Since he entered the school he was always watched and thanks to the Class Trials the eyes on him are harder than before. Even when he doesn't say anything, he doesn't like attract attention - he prefers to be in a comfort zone alone. He supposes the attention it's due to his achievements even with his lack of an useful talent. So when he feels Togami's gaze and how he's lost in it he suddenly doesn't mind.

naegi is oblivious to whats going on. i doubt the look would be one of his signature petulant stares or even a glare considering what kind of details togami is paying attention to, but it isn’t exactly fond either. it’s just kind of, well, a look. I think depending on which trial this would be going on in someone like Celes or Kirigiri would get that something is off with Togami, probably Fukawa, although i don’t think anyone would guess that he’s staring naegi down because he’s thinking about macking on him in the middle of a class trial.

so he's confused because he's familiar with the terms of wanting to kiss or caress someone in a sexual manner - he's a teenager after all. What he's craving is mostly the mundane things. An image of Naegi smiling at him -almost like a praise -appears on his mind and he stands from his chair and he starts walking on the library. He's getting worked up for a /smile/ of all things. He would have felt better if his crave was more sexual. He then realizes he /may/ have fallen for Naegi. Maybe,

he also wants that really cutesy romantic part of the relationship. and i think just affection verbally and physically isn’t something togami has really experienced before being, well, who he is and the background he comes from so he would be terrible trying to show affection in general man.

and he’s pacing and all worked up and he feels really stupid about it, and one part of him doesn’t want to admit that he’s definitely falling for naegi and then the other half is ushering him to go get the boy, and the whole part of him is utterly convinced that if he ever did pull the moves, even as an experiment, things would go well.

He decides, of course, to take the matter on his hands and shuts himself down in the library, mostly to finally think. His problem isn't Naegi being a man but his own reactions over a simple fact and how it invades now his personal space, he isn't worried over romantic or sexual approaches but with this sudden need to just know about Naegi: maybe his family, his tastes, why he uses a blazer over a hoodie. He's getting worked up like someone with a crush and he denies it even when his face burns

ye ah though he probably doesnt care whether naegi would be a dude or a chick, hes frickin naeggs and he’s a simpleton and a loser and accuses random objects of being murder weapons when its already so obvious how the victim was killed.

i bet togami hasnt had a crush before, becaue really, he hasnt come into contact with many peope his age before his time at hopes peak academy started and then [REDACTED] stuff about memroeies and yeah/

then I can keep up! So, as the idea I sent you before, now Togami is fixated over a minor detail of Naegi -for example, he bites his lower lip when he refutes in class trials - so after it he ends up looking at him more, trying to get why he was so entranced by them (Asahina's are prettier, Fukawa's are softer, Kirigiri's are fuller). His mind never shuts up, not even when he dreams of a sweet caress of dry lips on his face and his sudden need to bite them. He can't face Naegi the next morning.

despite his newfound obession with naegi and his lips togami does manage to participate int he class trial and get shit down so they all survive. he’s even more unfazed than usual though because hes thiking o f naegi the whole time, which even he can admit is weird while talking about excetuting soemone, plus its just weird bc its naegi in general.
