Hmm how did you get all your degrees & pictures and such in that layout on the wall? I can't place anything lower than middle ways down the wall.
You have to go into Buy mode. You hold the degree/picture against the wall like you'd normal place it and then drag it up or down. Some things don't move up and down the wall, for example, I know skill certificates don't move. And the pictures from prom/festivals, will go up and down, but sometimes don't want to be placed on the same wall as other things, so you can just use the cheat "moveobjects on" to place them, but you don't need it on to drag the items higher or lower.
