based off of this meme.
the kiss came along as a surprise, but oliver didn’t hesitate to respond to it. caroline had become someone very important to oliver over time, and although he didn’t act on impulse to develop a relationship with her... inevitably it was happening anyway which could be dangerous. oliver queen didn’t want her involved in his vigilante life as she’d certainly become a weakness, but he couldn’t bring himself to shut her out of his normal, mayor life as oliver. it was complicated for sure, but all that was gone the moment his lips were on hers. his hand raised to her side and he tugged on her to come closer to him, this was something he needed for sure - but it was something he needed to keep away from too.
