Unfortunately when your government (or at least the shadowy agency that's pulling the strings) are more interested in raising up child soldiers for their cause then actual education this is the state your country ends up in. I'm actually willing to bet that Hell School UA is actually BETTER then most because Nedzu only allows the Com to push him so far before he puts his tiny foot down. I honestly wouldn't be surprised if the Sports Festival and Giant robots are a distraction on his part. (P1)
In fact I kind of wonder if that's part of the reason that UA's teaching staff is so...eclectic...and hasn't been forced to actually get proper teaching license. Keeping them the way they are keeps them out of the system and allows the Commission no say in what they can or cannot teach. Which is why Aizawa and Co get away with so much because that's exactly the system Nedzu WANTS. If it's chaotic enough it will keep the Commission away and make them less suspicious of them. (Part 2)

you raise a very, very good point. I’m positive Shiketsu is worse even if the teachers and trainers are likely not random heroes pulled in and given no instruction on how to teach, and if thats indicative of most other schools... Nedzu’s running a dangerous, dangerous gambit to keep the HC out of taking control of his school. Flashy distractions and avoiding their licensure wherever possible is a high cost and comes with many, many more (*waves to the injuries and training that makes me tear my hair out*) but at least it save them from say being forced into a position of attempting an infiltration a villain’s organization with no actual spy training and a bright shining target on their head.
