I talked to a techy friend, and he recommended to do the paperclip test on the atx (green 14 with black 13 or 15). And that showed nada. So I'm going to see if my brother's one works and if it does, I'm gonna switch it in and see if that will do anything.

I suspect though, that I need to replace it -_-

Still, better than faulty new parts :)
