To answer your question about the "only part of the gif moving why" thing. It's a Cinemagraph and they're extremely popular to emphasize the focus in a gif, and more than that they lower the overall image size to allow upload into the "Photo" section of Tumblr, which only allows certain sizes and ratios. I agree tho, the HP gif could have done without it, but a great deal of gifs look good with it.

The young Pandaren lady, Graceful Swan as she was so quick to repeat, came up to the little table in the back of the tent. She laid a basket of fruit in front of the two trolls seated there, one hunched over to avoid banging his head on the low angled ceiling, the other drawing with his faithful crayons.
"Is there anything else I can get you two?" she asked, smiling even as she took a step back. Alkkal turned to give her a half-smile, shaking his head. "Alright then! Feel free to use the sleeping mats, I'm sure you both have big days ahead!"
The Frostmane gave a little wave as she left to tend to others who were resting, looking down at his sketchbook. The page was full of massive creatures; tigers, frogs, crabs, cranes, and yaks. Things that had given them quite the run for their money. It was ridiculous, that animals they had seen before were suddenly so murderous.
Tapping his pencil against paper, thinking about what else he should record, a little noise made him pause. A glance up saw Zuriki doing his best to resist a yawn, blinking owlishly down at his own sketchbook. Alkkal snickered, setting his charcoal down, getting up from the table.
"Gettin' tired, Z?" he murmured in quiet Zandali, ruffling the smaller troll's hair. Zuriki looked up at him, ears dropping, nodding a bit soon there after. With a nod of his own, the rogue closed the boy's book and put it with his own. "C'mon then, eh? Time to sleep," Turning, Alkkal ducked his head and carefully fit himself into one of the walled little cubbyholes, waving his hand for the little shaman to follow.
Which he did, shuffling his feet and rubbing his eyes. The Frostmane sat cross legged against the wall of the tent, watching Zuriki flop onto the provided pillow, curling up on his side with his Lil' Tek trailing in to lay against his back. The image they made, put a soft smile on Alkkal's face, the idea for drawing them later crossing his mind.
"Alk," his name, whispered sleepily, pulled his attention back down to the small Amani troll. Zuriki reached for his arm, eyes already closing. With a near silent chuckle, he moved to lay down beside the other as he was directed.
Almost immediately, Zuriki latched onto his chest, laying his tired head on his shoulder. Alkkal wrapped him up in his arms, long legs bending up to effectively pin the boy to him, curling protectively around him as he fell asleep. The sound of chattering voices in all number of languages was the Frostmane's lullaby, his own sleep coming soon there after, content in the knowledge that his brother was safe in his embrace.
