lmao gove is such a piece of shit. teachers don't wanna help kids in their lunchbreaks either.
i think a good way for it to actually work would be if the kids got even just one hour a week where they had to be like "okay yeah i'm interested in *thing* and it's sort of to do with this topic" and then the kids sorta get grouped up with different kids who have similar interests and a couple teachers who can help out with that stuff. and if needs be they can go get teachers from other departments. they can just work on their own even! teachers just there to help if the kids ask for it.
tbh, in year 12 my maths teacher basically did this with us in friday lessons. she'd teach the material, set work (which we would all do as homework), and then we'd do interesting maths stuff!
