You all know what time it is, it's theory time!!
And since the new comic I now have more evidence for the specific theory. That being that "The Conspiracy" is not a group or a person, but a God AI. Now before people say it, I know that this theory was debunked awhile ago when Sombra came out, however, that can no longer be taken at face value because at the time the writers also said that Anubis was basically a one-off villain. With Anubis now being the active cause of the Crisis it now leaves "The Conspiracy" being a God AI being a plausible theory again.
Now with that out of the way I want to bring up the other thing about the Conspiracy in general and the is; we don't know is they are good or bad. We know that have connections to everyone and everything, we know Sombra was discovered by them, and we know that they had some involvement in what happened in Zurich. However we don't know how they were involved, we don't know their morality and we can't take Sombra's word for it because she has been said to be an unreliable narrator. Which leads us to two possibilities.
"The Conspiracy" is Macaria or "The Conspiracy" is Xibalbá. Anubis is out of the question because he has enough going on story wise and he is likely under constant monitoring, meanwhile Chernobog is fully deactivated, the whole reason they aren't active now after their "I'm sorry" message was because they were shut off in such way that made it impossible to for them to be restored. Which leaves Xibalbá and Macaria. Which both fit the discussion of is "The Conspiracy" good or bad.
Let start off with my girl Macaria. If "The Conspiracy" is actually Macaria then it is likely a force for good, less of an active force and more of a silent observer. Macaria is also the only God AI who could actually have connections to everyone due to her main role being communication equity. That role would allow Macaria to possibly bypass safety block put on her while remaining undetected. In this instance I could see Macaria doing this in order to gain information on Talon and other hostile organizations. However due to those safety blocks she would be unable to communicate this information to the world, hence why I think she came at Sombra so viscously when she noticed her. This was finally her chance to get the information out so she jumped on it, unintentionally scaring Sombra. Honestly this version is the one I believe more due to the fact that it makes more sense for an AI based around communication equity to be connected to so many organizations then an AI based around energy equity. It also makes sense with the specification that Sombra is an unreliable narrator.
Now let look at the evil option, Xibalbá. In Declassified it's mentioned that one, Xibalbá being shut down was a surprise to it, and two, if Xibalbá were to ever be reactivated it's been speculated that it'll be just as big of a threat as Anubis. We also know that Los Muertos is connected to the conspiracy in some way and they are actively trying to reactivate Xibalbá. As for how Xibalbá would be able to connect the nearly every faction in existence in the Overwatch world, well it was the God AI based around energy equity. It's not too far out of the question for it to adapt and change in order to be able to reach out to more places.
Now all this being said, how does Sombra getting in touch with Venture work with this theory? Venture is a archeologist, an archeologist whose favorite specialization is Omnic Archeology. If Sombra is getting closer to discovering who "The Conspiracy" is and she now knows it has something to do with Overwatch and Omnic history, it would make sense that Venture is her go to person after seeing them in action against Mauga.
