In general it is best to have the Page circle the filmstrip guests AND the filmstrip guests circle the Page Long Before the HOA gets started up. Also, the guests should be sure the circle that they add the Page into is NOT the "Following" circle. If the above is done, then the HOA Filmstrip Invites are supposed to come normally. However they frequently seem to not happen normally. So I also suggest that the invited filmstrip guest navigate to the Page's Profile page and look for the Join Hangout button.
