Last-ditch attempt by Malaysia to prevent extinction of Sumatran rhino
KOTA KINABALU, March 31, 2015:
Malaysia has opted to prevent the extinction of the Sumatran rhinoceros through application of advanced reproductive technology.
Natural Resources and Environment Minister Datuk Seri G. Palanivel said Malaysia, in particular the Sabah government, would make a last-ditch attempt to create a Sumatran rhino embryo in the laboratory.
In this regard, the government has turned to specialists from the Leibniz Institute for Zoo and Wildlife Research (Germany) and Avantea laboratories (Italy).
Also involved in the initiative are local financial supporter Sime Darby Foundation and non-governmental organisation Borneo Rhino Alliance (Bora).
“In 2014, preliminary attempts were made in Europe using Sumatran rhino eggs and sperm from Sabah.
“This year, we plan to pursue this effort in Malaysia through further collaboration.”
Palanivel also presented a RM100,000 cheque for the advanced reproductive technology conservation programme carried out here by Bora, which is working closely with the Sabah Wildlife Department.
Meanwhile, Palanivel said the ministry would present a paper on conservation efforts to the National Biodiversity Council to prevent the extinction of the Sumatran rhinoceros and other endangered species.
He hoped the paper would lead to stronger collaborative partnerships between the federal and state government and ensure continuity of Malaysia’s natural heritage.
The council, chaired by Deputy Prime Minister Tan Sri Muhyiddin Yassin, is the highest government platform on issues related to biodiversity conservation.

Palanivel confident of retaining MIC presidency
SEGAMAT, March 16, 2015:
Datuk Seri G. Palanivel has expressed confidence in retaining the post of MIC president in the party elections, most probably to be held in May.
He said he had the strong support of the party branches, including 300 in Johor.
“I’ve met more than 4,000 MIC branch chairmen and expect to gain the support of 2,500 branches across the country,” he said at a meeting with MIC members in Kampung Abdullah, here, last night.
Palanivel said his focus now was to empower MIC for the benefit of the members.
“It is important to strengthen the party, especially at the leadership level, so I’m confident that I will be able to improve the party.”
The Registrar of Societies has ordered MIC to hold fresh elections after it found irregularities in the party elections of 2013 following complaints.
Palanivel, vice-presidents Datuk S. Sothinathan and Datuk S. Balakrishnan as well as MIC strategic director A.K. Ramalingam have filed for a judicial review of the RoS decision
The High Court in Kuala Lumpur is set to hear submissions pertaining to the judicial review today.

Walau sedang menunggu keputusan semakan kehakiman yang difailkan terhadap Pendaftaran Pertubuhan (RoS) yang bakal diketahui esok, Presiden MIC Datuk Seri G. Palanivel berkata beliau sedang bersiap sedia menghadapi pemilihan presiden parti yang akan diadakan pada Mei depan.
“Ya, saya bersiap sedia untuk pemilihan itu.
“Semakan kehakiman itu adalah ke atas Pendaftar Pertubuhan (RoS). Ia bukan tindakan ke atas cawangan atau bahagian,” katanya kepada pemberita selepas mengadakan perjumpaan dengan Perhubungan MIC Negeri di sini hari ini.
Palanivel dan tiga yang lain memfailkan permohonan semakan kehakiman bagi membatalkan arahan RoS supaya pemilihan semula beberapa jawatan utama parti diadakan.
Mahkamah Tinggi menetapkan 9 Mac untuk mendengar permohonan itu di hadapan Hakim Datuk Asmabi Mohamad.
Selain Palanivel, tiga lagi ialah bekas setiausaha agung MIC, A. Pakas Rao dan dua naib presiden parti itu, Datuk S. Sothinanthan dan Datuk S. Balakrishnan.
Mereka memfailkan permohonan itu pada 24 Feb di Pejabat Pendaftar Mahkamah Tinggi (Rayuan dan Kuasa-kuasa Khas) melalui Tetuan Arbain & Co.
Palanivel menjelaskan pemilihan parti pada 2013 disokong Jawatankuasa Kerja Pusat (CWC) dalam dua mesyuarat pada 2014, namun pihak-pihak tertentu menimbulkan masalah pada Ogos kerana mendakwa tidak berpuas hati.
“Malah mesyuarat CWC yang berlangsung di ibu pejabat dianggap menyalahi undang-undang.
“Malah lebih teruk lagi RoS menghadiri mesyuarat itu dan ini tidak sepatutnya berlaku,” katanya.
Mengenai kempennya, Palanivel berharap beliau akan mendapat kemenangan besar dan berjanji untuk meneruskan usaha meningkatkan mutu pendidikan, peluang niaga, dan politik bagi masyarakat India.
Lebih daripada 500 ketua cawangan menghadiri perjumpaan tiga jam itu.
Krisis dalaman MIC bermula selepas pemilihan bagi tiga jawatan naib presiden dan 23 kerusi anggota CWC semasa Perhimpunan Agung parti pada November 2013 dan diisytiharkan sebagai tidak sah dan terbatal oleh RoS, berikutan dakwaan penyelewengan.
RoS juga mengarahkan pemilihan semula diadakan bagi jawatan-jawatan itu dalam tempoh 90 hari.
Pada 14 Feb, Palanivel meminta RoS menarik balik semua arahan terhadap MIC kerana mendakwa ia bertentangan dengan Akta Pertubuhan dan perlembagaan parti itu dan mengancam untuk mengheret RoS ke mahkamah.

Palanivel gearing up for presidential election in May
IPOH, March 8, 2015:
MIC president Datuk Seri G. Palanivel is gearing up for the presidential election to be held in May.
However, he said he would also wait for the outcome of the judicial review tomorrow to decide on further action.
“Yes, I’m gearing up for the election. The judicial review is sought against the Registrar of Societies (RoS).
“It is not action against the MIC branches or divisions,” he told reporters after meeting Perak MIC leaders here today.
Palanivel and three others had filed for a judicial review to quash RoS’ directive for fresh elections of several key party posts be held.
Palanivel, former MIC secretary-general A. Pakash Rao and MIC vice-presidents Datuk S. Sothinanthan and Datuk S. Balakrishnan filed the application on Feb 24 at the High Court (Appellate and Special Powers) registry via the law firm, Arbain & Co.
The High Court has set March 9 to hear the application before judge Datuk Asmabi Mohamad.
Palanivel explained that the 2013 party elections were endorsed by the Central Working Committee (CWC) at two meetings in 2014, but some quarters gave problems in August, claiming dissatisfaction.
“Even the CWC meeting conducted at the party headquarters was deemed illegal. Even worse, RoS was sitting at the meeting and this should not happen,” he said.
On his ongoing campaign, Palanivel said he hoped to secure a big victory and promised to continue to strengthen education, business opportunities and politics for the Indian community.
More than 500 branch leaders attended the three-hour meeting today.
The MIC internal crisis started after the elections for the three vice-president posts and 23 seats in the CWC at the party general assembly in November 2013 were declared null and void by RoS, following complaints of irregularities.
RoS also ordered that fresh elections be conducted for these posts within 90 days.
On Feb 14, Palanivel asked RoS to withdraw all its instructions to the party, claiming that they were against the MIC constitution and the Societies Act, and threatened to take RoS to court.

'My decision to contest for president was not pre-planned'
KUALA LUMPUR, March 5, 2015:
MIC deputy president Datuk Seri Dr S. Subramaniam said there was never a power struggle in the Indian-based party, but a leadership crisis.
Dr Subramaniam said he had been making all the overtures to solve the crisis but there was no reciprocation and the lack of decisions to solve problems had led to the on-going fiasco.
The Health Minister said it then became necessary for him to step up and contest for the presidency in order to solve the crisis and restore MIC to normalcy so that Barisan Nasional would not lose in the next general election due to a lack of Indian votes.
“A lot of people in the party want to see a change because they are unhappy with the present situation.
“It was not a pre-planned desire for power,” the Segamat lawmaker told reporters at a media briefing on the MIC issue held at a hotel here this afternoon.
Dr Subramaniam said it was too late to do anything to solve the crisis except to proceed with the re-election, as proposed by the Registrar of Societies (RoS).
He added that the crisis affecting MIC could have been resolved earlier had it not been for president Datuk Seri G. Palanivel’s inaction and indecisiveness.
The mistakes, he said, started when Palanivel refused to listen to complaints from party members who contested and lost in the last party elections in November 2013.
The complaints were related to vote counting, the setting up of certain branches and additional delegates, among others, Dr Subramaniam said.
“They reported the matter to the party from as early January 2014, but in the end the party did not intervene.
“It went on and on until it was seen by the Election Committee, which rejected the complaints.
“The CWC suggested a meeting with the complainants to find out both sides of the story, but some CWC members said there is no need to meet them.”
He felt things became worse when Palanivel said the complainants could go to the RoS if they were not happy.
“If only Palanivel had acted a long time ago, the crisis would not have reached this stage now,” he said, adding that the president was absent at many meetings to solve the crisis, including the one arranged with Prime Minister Datuk Seri Najib Razak.
In expressing regret that Palanivel had taken the RoS to court over its directive to the party to hold re-elections, he said this was not the stand of the party and Palanivel did not have the mandate from the party to do this.
“The situation is getting more complicated as the court process can be very long.
“The thing to do now is to form an election committee under the ambit of the 2009-2013 CWC members as it is the only interim body in MIC during this period of dispute between office bearers, while the court process goes on.”
He added that the president was also confusing matters by stating that he would conduct an election while at the same time taking the RoS to court.
The party elections, Dr Subramaniam noted, were not due until next year and wondered what the Cameron Highland lawmaker was talking about.
On his chances of winning the presidency, Dr Subramaniam said the support from the grassroots had been very encouraging.
“Party members at the branches will look back at what the president has done in the last five years before casting their vote.”

Timbalan Presiden MIC Datuk Seri Dr S. Subramaniam hari ini mengaku bahawa Presiden Datuk Seri G. Palanivel bukan lagi anggota parti itu, pada saat beliau bertindak membawa masalah parti ke mahkamah.
Subramaniam berkata ia berdasarkan perlembagaan parti di bawah Perkara 91 dan 15.6 yang melarang mana-mana anggota parti daripada memfaillan tindakan undang-undang tanpa merujuk kepada Jawatankuasa Kerja Pusat (CWC).
“Mana-mana anggota parti yang berbuat demikian akan dilucutkan keahlian serta-merta,” katanya.
Subramaniam tidak berminat menurut langkah Palanivel dan memilih untuk menyelesaikan masalah parti dengan menyelesaikan isu melalui saluran betul seperti menurut arahan Pendaftar Pertubuhan (RoS).
Pada 24 Februari lalu, bekas ketua setiausaha A. Prakash Rao bagi pihak Palanivel, ketua setiausaha MIC Datuk S. Sothinathan dan naib presiden Datuk S. Balakrishnan memfailkan tindakan undang-undang menyaman RoS selepas badan itu mengarahkan parti untuk mengadakan pilihan raya baharu atau parti itu dibatalkan.
Dr Subramaniam berkata, menyeret parti ke mahkamah tidak menyelesaikan masalah kerana ia akan mengambil masa yang lama untuk diselesaikan selain daripada implikasi lain dan perkara ini turut akan memberi kesan kepada Barisan Nasional dalam pilihan raya umum ke-14.
“Kami mahu memberi tumpuan kepada pilihan raya parti dan telah menubuhkan jawatankuasa pilihan raya khas untuk menangani perkara ini.
“Jawatankuasa itu juga bersedia untuk proses pembersihan cawangan. Ia kini mendapatkan maklumat daripada semua cawangan sebelum menghantarnya ke RoS yang kemudian akan membuat keputusan.”
Menteri Kesihatan itu bercakap demikian selepas perasmian Persidangan Keselamatan Makanan Dunia hari ini.
Beliau mengaku buat masa sekarang, parti itu terbahagi mengikut ideologi tetapi Dr Subramaniam berkata ia tidak akan berpanjangan.
Beliau turut berkata bahawa apabila masalah pilihan raya selesai, semua anggota akan berdiri di belakang parti walaupun mempunyai pandangan berbeza untuk menunjukkan kesetiaan kepada MIC.

KUALA LUMPUR, March 3, 2015:
MIC deputy president Datuk Seri Dr S. Subramaniam today admitted that the party president Datuk Seri G. Palanivel ceased being an MIC member the moment he decided to take the party’s issues to court.
Subramaniam said this was based on the party’s constitution under Article 91 and 15.6 which prohibits any member of the party from filing any lawsuit without referring to the party’s Central Working Committee (CWC).
“Any party member doing so would automatically cease to be a member,” he said.
Rather than following Palanivel’s footsteps, he said he was more interested in solving the party’s problems by tackling the issue through proper channels such as abiding by the Registrar of Societies (RoS) directives.
On Feb 24, former secretary-general A. Prakash Rao on behalf of Palanivel, MIC secretary-general Datuk S. Sothinathan, and vice-president Datuk S. Balakrishnan had filed a suit against the Registrar of Societies (RoS) after the regulatory body ordered the party to hold re-elections or face de-registration.
Dr Subramaniam said taking the party matter to court was not good for MIC as the issue could drag on for years before it was resolved and this would have many other implications.
Dr Subramaniam said this could also affect Barisan Nasional in the 14th General Election.
“We want to concentrate on the party election and we have set a special election committee to deal with it.
“The committee has already started the clean-up process for the branches. It is collecting information on all branches before sending it to the RoS, which will decide on the validity of branches.”
The Health Minister was speaking to reporters after the opening ceremony of the Global Food Safety Conference today.
Admitting that currently the party was divided on ideological lines, Dr Subramaniam reassured by saying this would not last long.
Dr Subramaniam also pointed out that once the party elections were resolved, all members would stand behind the party despite differing views due to their loyalty to MIC.
