What the spirit is wearing is a sarashi, which is commonly worn under a kimono from what i read. I think she'd look better actually in a kimono or her work uniform (since it said she was returning home from work) or SOMETHING.

Either way to me it makes sense for her to be wearing some sort of work/school uniform depending on what her workplace was like– I used to have uniforms in school and I’d imagine finding a spot to change between a school uniform and a work uniform would be a BITCH. so maybe some elements of both if she had a sympathetic boss.
My general interpretation of spirits in general is that they’d be wearing what they wore when they died, so yes, she should be wearing a uniform. You can make anything look creepy with enough blood stains when designing a slasher!)
