6ix9ine faces prison over parole violations in new court push

“Crime in New York City is at historic lows. The overall number of people in the city’s jails recently dipped below 9,000 for the first time since 1982. Yet the number of people locked up for violating the terms of their probation or parole is on the rise.

That is the conclusion of Less is More in New York City, a new report from Columbia University’s Justice Lab about the impact of parole violations on prison and jail populations. Since 2014, the number of people in New York City’s jails, including Rikers Island, has dropped 21 percent. But the population locked up for technical parole violations, such as missing an appointment with a parole officer, associating with people with felony records or failing a drug test, has increased 15 percent.

The report takes a snapshot of a single day to illustrate its point: On November 16, 2017, state parole violations made up 16 percent (or 1,460) of people in the city’s jails. Indeed, parole violators are the only part of the New York City jail population that has increased over the past four years.

“In New York, people released on parole are more likely to return to incarceration not for new convictions, but for violating the conditions of their parole,” the report notes.

At the state level, the report reveals, the number of people returned to prison for parole violations increased 21 percent between 2015 and 2016. For every 10 people who successfully completed their parole in New York State, nine were reincarcerated for parole violations. In 2016, those people made up 29 percent of the state’s prison population. Nous avons exposé les faits d’une affaire où des individus accusés de nombreux cambriolages et ayant tout juste ce qu’il fallait pour intéresser des avocats à leur sort, réussissaient sans trop de peine à cautionner les uns pour les autres. Le scandale était patent. Le parjure, lorsqu’il s’agissait d’obtenir la liberté provisoire d’un prévenu semblait chose admise et sans importance. Le respect dû à la justice! On l’ignorait ou on s’en moquait.

Une double arrestation qui vient d’être opére met en lumière le déplorable système que nous avons dénoncé.

Deux individus qui s’étaiet portés cautions pour un troisième accusé de vol et qui avaient déclaré sous serment posséder des propriétés ont été arrêtés et traduits devant le juge Saint-Cyr sous l’accusation de parjure. Par l’entremise de leur avocat, les deux prévenus tentèrent de recouvrer leur liberté sous cautionnement. Dans un cas, le juge St-Cyr refusa de fixer un cautionnement parce qu’une seconde accusation de vol sur la personne avait été formulée contre l’accusé. Dans le second case le juge Saint-Cyr fixa le montant du cautionnement à $800 mais il exigea que les cautions fournissent les titres de leur propriété.

Le colonel Creelman, représentant le Pacifique Canadien, soumit les faits au tribunal. Il déclara qu’à la demande de la compagnie, un nommé Dugal avait été arrêté la semaine dernière pour vol de beurre dans un wagon. Les nommés Etienne Charbonneau dit Janeau et Antoine Poitras did Perrault vinrent s’offrir comme cautions. Une garantie de $2,000 sur immeubles avait été exigée. Ces hommes mentionnèrent certains immeubles comme leurs propriétés et le prévenu arrété pour vol de beurre fut remis en liberté. Le jour suivant néanmoins plusieurs personnes réunis dans un restaurant de la partie est discutêment de la facilité avec laquelle on pouvait à la cour de police obtenir la mise en liberté d’un prévenu. Le cas de Dugal fut même mentionné. Cette conversation fut rapportée à des représentants de la compagnie du l’acifique. On fit des investigations et dit le colonel Creelman, it fut découvert que les cautions du nommé Dugal avaient donné de faux noms et avaient fait de fausses déclarations à la justice. L’immeuble dont Charbonneau dit Janeau s’étaait dit le propriétaire appartenait réellement à Lord Atholstan.

L’audition de la cause a été renvoyée au 6.

Don’t get me wrong, I love the “Parole Violations” episode of SVU, but I kind of hate that they act like it’s the first time they’ve had a case like that on the show, because it’s not. Liv should remember when Cabot tried one (and won, if I remember correctly) 

 Also, I feel like Barba's half assed "oh, damn" when looking for Dolphy felt like a severe underreaction to how he would react (although that probably couldn't be broadcast on national television, to be fair)
