For a very long time, I was certain this work was created by James Turrell, who lived onsite at PS1 while making his more famous skyspace, Meeting, down the hall. And that at some point, PS1 had erased its existence, or just failed to document it. But I was just Googling the wrong thing.
It is Observation Deck (Queens), 1996, by Patrick Killoran, and it was installed at PS1 from its grand reopening in 1997 until 2006. A version of it is has been on view at IKON Gallery in Birmingham since 2016.

Another great installation piece that I remember. Unfortunately this piece was decommissioned when I was at PS1 - guess the idea of pushing a person out of a window on a plank didn't seem too dangerous in 1997...
