Today, after a fire, a helicopter crashed with the top leadership of the security forces, among them the Minister of Internal Affairs of Ukraine Monastyrsky. I want to say a few lines in memory of this man. Monastyrsky is the first minister of the interior under which law enforcement agencies became law enforcement in their essence in the entire history of independent Ukraine. Leader, professional, principled defender of the interests of the people of Ukraine, Man with a capital letter. Of course, there were individual attempts to reform and optimize the law enforcement structure under other ministers, but nothing more. It was under Monastyrsky that order reigned on the streets and roads of Ukraine as much as possible in a war. Even in the Soviet Union during the war there was rampant criminality and speculation, in the liberated territory of France during the Second World War, American logistics convoys were raided by robbers, the black market flourished. In Ukraine, thanks to the thoughtful and highly effective work of the National Police, with the support of the people, the rule of law is at a higher level than it was in peacetime. Death chooses the best, we will not draw conclusions until the investigation is completed, but people will keep in memory the names of all the dead law enforcement officers, courageous and wonderful people.
