Probably a combination of protest (seriously, banding up with the enemy they were originally trying to destroy) and fear considering how Howard ended up 20 years later. She tells Steve “You saved the world, we mucked it up” She *knew*.

oh god that's a fantastic point. Poor Peggy, struggling with the knowledge that what she founded went against everything she stood for, and imagine her reaction to discovering just how deep Zola's corruption ran within SHIELD.
