It's not that despair!! (I think)
He likes little Peko a lot because, well, his Peko was never a child so he finds her rather endearing. And the fact that she's so nice to him and cares about him so much makes him really happy too.
He doesn't really wanna get too close to her, though, because (like he said) she's not his Peko and he feels like she treats him like too much of a good guy and that's not something he deserves.
He does tend to be overprotective of her, though; simply because of his guilt at failing to make his own Peko happy. He wants to protect Peko-chan's happiness at all costs.
He just really wants Pekos to be happy.
