Canada Eases PGWP Rules for International Students
In a major move to enhance opportunities for international students, Canada has relaxed the requirements for post-graduation work permits (PGWP). As of November 1, 2024, the government has removed the field of study requirement for PGWPs, making it easier for graduates from Canadian colleges and universities to secure a work permit after completing their studies.
Key Changes to the PGWP Rules
Field of Study Requirement Removed: Previously, graduates from college programs had to meet specific field of study requirements to qualify for a PGWP. This rule, introduced in 2024, has now been lifted, making it easier for college graduates to apply for a work permit. University graduates were already exempt from this restriction.
Revised Language Requirements: Starting November 1, 2024, students applying for a PGWP will need to meet new language proficiency standards. University graduates (including those with bachelor’s, master’s, or doctoral degrees) must demonstrate English or French language skills at a minimum Canadian Language Benchmark (CLB) 7 level across all four language areas. College graduates, on the other hand, will need to show a CLB 5 or NCLC 5 level of proficiency.
Applicability to Study Permits Post-November 1, 2024: These updated PGWP regulations will apply to students who received their study permits on or after November 1, 2024. Students who started their studies before this date are not affected by these new rules.
Exemptions and Special Considerations
Flight School Graduates: Graduates from Canadian flight schools remain exempt from both the language and field of study requirements when applying for a PGWP.
Curriculum Licensing Programs: Programs that fall under curriculum licensing arrangements, which come into effect after May 15, 2024, typically do not qualify for PGWPs.
Work Permit Duration and Passport Considerations
Work Permit Duration: The length of the PGWP will correspond to the length of the academic program completed. For programs that last between 8 months and 2 years, the work permit will match the program duration. For programs lasting 2 years or more, graduates can apply for a work permit of up to three years.
Passport Validity: Students applying for a PGWP should ensure that their passport is valid for the full duration of the work permit. If a passport expires before the work permit’s expiry date, students will need to renew their passport and submit a paper application for the permit extension.
