What is being licensed exactly? Same as being certified?

Licensed in either cosmo or esti~

In all states except Cali, as far as I know, you need to have a license to work on someones face ~ unless you work at a counter, I believe??

Basically, it's the additional 300-600[?] hours depending on your state;;

I have my certification, but only 100 hours of esti, never finished it, hahah~ 

I was a bit loose with my terminology, re-reading that post ~oops, since I'm in ca, and the license isn't required, unless you practice makeup in a salon setting or something outside of the beauty/entertainment industry;;
