So Dick the 4th and Piper respectively redesigned the Mean Machine and the Compact Pussycat to make them animal-like

Not only it means they respectively like cats and sharks (and in Piper's case wanted to make the visual pun real), but since I headcanon they are cousins it also means there is a family pattern and at least one dorky common point between them Parker finds lame which is kitsch animal stylization of things

I HC Piper and Parker are not the children of og Peter and Penelope but the reboot ones, and that they are the cousins of Dick the 4th whom Dick the 3rd had with Pandora. Lil him and Muttley 4 are 9 years older than Piper and Parker (Peter and Penelope had a hard time conceiving), so now they meet the twins. He doesn't see what is so special about them nor why a "party" that isn't even one was thrown for them. Give him time to get attached the evil way. Also the crib is all pink and girly because Piper had hidden Parker during the ultrasound so they thought they would just have her. Everything was pink until he was a toddler and this had Parker become hateful towards that color and play it macho and cool since then, their whole sibling rivalry started from that ultrasound

Just think that there are high chances Piper and Parker looked like their parents as babies. Just imagine them napping against Peter and Penelope's chests after a tiring baby day hnnnnngggg

How is Paul with his niece and nephew?

Good question, I didn't think of that !

Since in the meantime he would have made peace with Peter, he would probably openly be a nice uncle and be relieved to finally have any since both Peter and Penelope had troubles conceiving Paul had even suggested him to leave her if he wanted kids, needless to say Peter kicked him out that day. He would probably a fakely cool (first looks) but actually stricter and snobbish boomer uncle (obsession with perfection), so they would often be bored to be babysit by him or to have to handle him during family reunions, but in tge end they do love him

How's Mrs. Perfect with Parker and Piper?

Exactly like she is with her children, very cuddly and proud, and loud and embarrassing about it. Plus like all grandmas she finds them skinny and just wants to stuff them whenever they come visit

In wacky races forever, do the cousins catch up with each other before the start of the races sometimes?

Oh you mean if they hang out together outside competition ? Yeah even if it is very rocky and they often argue (Piper and Parker alone often fight so IMAGINE with their evil cousin) they do care deep down so they do "chill" (even if there are pranks and sarcasm) together. Piper and Parker even find themselves having to roll their eyes and tell Dick the 4th to move on whenever there is a redhead he oggles at when all 3 are in a bar or when any conversation about where their love lives are at lead to him speaking of Rigby (HC she was his babysitter since he was and ALL his childhood and teenhood he had the hugest crush on her making him love older redheads, and even after she turnt him down when he confessed at age 18 because he was too young he coud hardly let go even years later). Parker and Dick also do get along a certain way since Parker despitr being a good guy does like to cheat and both like to make fun of Piper gor being girly and hating the unfair cheating "YOU 2 BETTER NOT DO THAT NEXT RACE". But in the end yeah he does love his little cousins the villain way (even if so it means bullying them and cheating against them) and for having a whole side of their family to be evil they are good guys being aware of the villain way so they do know even if it often annoys them ; they still hated him babysitting them but deep down they do appreciate the "villain attention" that is like a whole different culture in that universe after all

So little sum up of how I HC Wacky Races Forever characters compared to the shows taking place before :

Parker and Piper are the children of Penelope and Peter, but not the original ones who are their grandparents, but the 2017 show ones aka Penelope the 2nd and Peter Jr

Dick Dastardly is Dick the 4th, son of 2017 Dick aka Dick the 3rd and Pandora, he is the older cousin of Piper and Parker. Muttley is Muttley 4, son of Muttley 3

The new Gruesome 2some are Bella's kids and Tiny's niblings. After hundreds of years racing (HC Tiny and Bella WERE the original ones too, therefore the only original racers from the reboot), Bella finally retired to start a family and Tiny followed

Professor Pat Pending is the exact same as the original show. He had creogenized himself to wake up in a more futuristic world which he did, but the cold managed to damage his brain to the point he became completely insane as we see unlike his older self. He doesn't even realize the racers are not the ones he knew despite whatever they say

The Slag Brothers are actually not the same as before, they are either niblings, sons, little cousins or just from the same tribe coming from the same prehistoric place that remained the same since stone age (inspired from the Scoob! Movie where we see a lot of cavemen looking like them, with whom Captain Caveman lives ; wouldn't be surprised if it would be the same case even in the cartoon verse)
