Does NYCHA have a repair problem?

Perhaps the biggest complaint residents in public housing in New York have is how long it takes to get repairs fixed.  But the New York City Housing Authority (NYCHA) has a plan to fix that:  PlanNYCHA .  As part of PlanNYCHA they've decided to do everything they can to reduce the maintenance and repair backlog for their developments.
