an extremely long list of smaller reasons, but ultimately a couple things kill it as a movie for me. the setup, conflict, and resolution are all extremely rushed, poorly thought out/executed, or contrived in some way. the actors did mostly okay (jared leto as the notable exception) with the material they were given, but that material was garbage and hard to listen to a lot of the time. to me it felt like three quarters of what they shot burned up in a fire and they had to piece a few movies together to make some semblance of a single one from the surviving footage.
