World leaders set the stage.
There is generally a lot of respect for world leaders, some of whom are able to 'get it right' despite the lean of either party or politics, which reminds me, all of the talk that you have ever heard of the assigned political left, right, centre, party alignments, all of it, it is all derived from a "perspective bias" and should only be understood that it agrees to call a boat a boat (without having to use the word). All of the boats are political genre's or ideas. It is a system of identification that seems determined to deceive or bamboozle the uninitiated. If it is a good idea then we should want it regardless of the boat that an idea is in.
For example (back to the politics), I would hold a decent amount of respect for Australia's Mr Turnbull P.M. in his abilities as a world leader if he were to show himself able to master the states and have them as a group initiate a working climate incentive scheme for power generation (perhaps even the emissions intensity scheme recently in discussion), one that does not involve the federal government, perhaps however only to legislate for the states if that were to be necessary but, at least not involved in the scheme's administration or management. Perhaps all of the states are not yet mature enough to give such measures sufficient consideration, however, returning the states to self-governance of large issues 'as such' is in the interest of the Australian Federal Government on behalf of its constituents, especially in the case of power generation.
