A capital is a place of power and intrigue in politics. Things happen in capitals, and the people of Washington are very proud of what takes place in their region, on of the most powerful in recent memory. The colors are historic to the region and the citizens as well--red, for past battles lost but not forgotten, navy blue for the strength of the movers and shakers in the region, and the bright white for the pride the people feel for what they have accomplished.
