I imagine both met eachother at a Wayne Enterprises social service event. Arkham's staff as well as the GCPD and countless others from the fire service and rescue divers were invited. Eddie took his chance to force a conversation on Bruce Wayne that ultimately convinced him that he couldn't be Batman; while Crane was persuaded by his newest protégé, Harleen, to come with him. And after all, it would be a lucrative opportunity to find new test subjects, as managers in social professions often suffer from psychological complaints~
At some point Edward was frustrated and looked for a seat at the bar, two stools right next to this dodgy-looking doctor. It happened as it had to happen, at some point Eddie discovered Jon's notes on some psychological findings and asked him about them. During the course of the conversation, he was quite surprised by how clever this doctor had to be - after all, it was very rare to find a worthy conversation partner for him.
