Romana and Narvin discussing the Master | Gallifrey: Time War Volume I --- The Devil You Know
Narvin: ... I should warn you however, he is not the man he was.
Narvin: War has changed us all, Romana. For better and worse.
Romana II: And the Master?
Narvin: I fear the worst.

Narvin: Things we HAVE to do. Never forget that. We have no choice.
Romana II: No, we haven't... have we? Which is WHY we need him.
Romana II: We NEED a renegade, Narvin. Someone capable, intelligent, and above all utterly ruthless. Someone, who can get us the information we require, someone --
Narvin: -- we can scapegoat?
Romana II: If need be... yes.
