are you using photoshop? you can do it in the blending options of the text layer.

if you mean the black outline of the text, on ps, right click on the text layer and click on blending mode, a box will appear and then click on stroke, set it to about 3px and click okay :) and obviously put the text above the psd

borders on text if you double click the text layer a window pops up and then check “stroke” and change it to a smaller size
