India cannot evolve as a polity or as an economy extra legal power holds sway in many parts of the country. The people must stop electing criminals as their representatives and parties must stop relying on them to muster support. At the same time, the recommendations of multiple Police Commissions must be implemented, to professionalise the force. The police must be accountable to a committee of the legislature and the human rights watchdog, apart from the executive, to give it autonomy.
