Vlad, but the GiW kinda brainwashed him Bucky Barnes style.
So like, when the GiW captured him for the first time and did all their unethical experiments on him they realized his potential as a weapon, but he refused to kill anything bigger than a bug
So naturally, they brainwashed him
If he hears a specific set of tones in a specific order the programming kicks in and then if he hears a continuation of tones in one order (like a song, on repeat) he will do whatever hes told to immediately and without hesitation
If he stops hearing those tones, he won't have control over himself again, he'll just freeze in one spot and just stand there, motionless, unless hes knocked over, in which case he just lays there on the ground, limp and motionless
The only way to get him back to himself is a different set of tones that basically is the off switch/end of the song and without that he doesn't have free will
A different set of tones makes him act "normal" but still under the command of the GiW

People who don't know him would just think hes this asshole person but 100% in control of his actions
When no, hes only about 50% in control of his actions
Thats why hes never killed anyone
And why he flirts so poorly with maddie
Hes trying to get her to realize something's wrong with him
But she just thinks hes turned into a douchebag
Oh also the GiW decide they want the world to know that the American government has a humanoid superweapon so they switch on the song to switch him from "human" mode to weapon mode across every frequency in amity park while hes giving a speech as mayor
Then they tell him to transform and return to base
all of Amity Park sees this happen
Oh and then the GiW have a live national broadcast to debut their "omnipotent supersoldier" (vlad) to the country as America's ultimate weapon against all national threats
They like,,, have him put on this little show to show off his powers and shit and most of the audience actually at the press conference are applauding and cheering bc " 'Murica! Fuck yeah!" and all that
Oh and between the Amity Incident (as they are calling the incident where an agent accidentally revealed their supersoldier's secret identity to an entire town during retrieval) and the national broadcast they cut vlads hair into a very short military regulation crew cut and shaved his face so his human form looks different from the vlad masters that everyone knows
But they dont show the country vlads human form
Only the ghost one
