so the point of the filibuster was to delay voting on the bill and if it was delayed until midnight then they wouldnt be able to vote (the deadline would have passed) so by the last ten minutes (11:50) it seemed like they were gonna vote and it was over +

but then the crowd started cheering which delayed the voting (they cheered for ten minutes straight to get past the deadline) but the senators decided to vote AFTER the deadline (against the law) and voted to pass the bill
