OPINION: Both the U.S. and U.K. had leaders who thought they were exempt from the rules

During their time in office both Donald Trump and Boris Johnson, two unserious men, gleefully broke the rules of normal political behavior. More than almost any other American or British leader, they simply don't think the rules apply to them.
