I don’t know if there’s a better person to ask for this, but I was recently talking with a dany stan on discord, and they mentioned that a form of equal rule, not just the ruler and a consort given more power, was present in fire and blood. I think they’re wrong, but I haven’t read the book, do you know what they’re referring to?

they might refer to Jaeherys and Alysanne and Septon Barth, otherwise I can’t think of anything that would point in that direction.
The thing is, it was still a decision by Jaeherys to have trusted counsillors who also acted in his stead. It was nothing that was institutionalised.
To give Jaehaerys some credit the question of inheritance was discussed in a Great Council, where he gathered the Lords to discuss who should succeed him, when his immediate heirs had died before him, and I think this is what will be instituionalised by the end of ASOIAF.
I can’t think of anything else and imho if anything the Fire and Blood book shows that even with someone half-way decent like Jaehaerys, the Targ rule by the might of dragons was terrible. I would say it is a structural problem.
Targ exceptionalism - which they think was needed to reproduce the dragontamer genes - set them apart from ‘normal’ people and prevented intermarriage with the other lords, which in turn led to fewer allies in case of a rebellion. To prevent rebellions they needed dragons.... It is a viscious circle, none of the Targs managed to escape.
