If I become president, I have a 10-point agenda focusing on 5 key areas: ON EDUCATION: USE EDUCATION AS AN EQUALIZER --- Ensure that every Filipino child will have access to high quality primary education by making it mandatory and free for all. NATIONWIDE UPGRADE OF GOVERNMENT SCHOOL FACILITIES --- Government Schools need to be a place conducive for learning that is able to compete with the best private schools.  State Universities need to have state-of-the-art facilities that is open to all qualified students.  The rich, the poor, anyone will have an equal chance. ON BETTER GOVERNMENT SERVICE: DEVELOP A PERFORMANCE DRIVEN GOVERNMENT SERVICE --- Utilize taxes with corresponding Return on Investment and Key Performance Indicators / Success Metrics that is published and open to all tax payers ENSURE THE GOVERNMENT OFFICIALS ARE HIGHLY QUALIFIED AND CAPABLE TO DO A GOOD JOB FOR THE COUNTRY ---Suffrage will be limited to tax payers only and qualifications for political candidates will be more stringent. CONDUCT A GENERAL SALARY REVISION FOR ALL GOVERNMENT EMPLOYEES --- Government must be an employer of choice and attracting new talent is always a goal. The Government will operate on the belief that if our teachers, our policemen, and everyone working for the government are paid enough to provide a good life for the family, then they will be able to make better decisions in life taking out corruption or poor service out of the equation. ON BETTER HEALTH SERVICE: NATIONWIDE UPGRADE OF GOVERNMENT HEALTH FACILITIES --- Government Hospitals need to be known as Center of Excellence in Healthcare

UNIVERSAL ACCESS TO ESSENTIAL MEDICINES --- The government will not risk losing lives just because the people cannot afford their medicines. 

ON TRAFFIC BETTER INFRASTRUCTURE IS KEY --- Better roads, better train service BETTER TRAFFIC MANAGEMENT --- Higher penalties to traffic violators, well-trained traffic enforcers

ON MORAL REFORM

This is one area that encompasses everything.  We need a country that values INTEGRITY, RESPECT for people, and EQUALITY.
