The bill above is House Bill 6, dubbed the "REINS Act"for "Regulations from the Executive in Need of Scrutiny," from Rep. Wade Williams, R-Earlington, disallows state agencies (judicial branch I believe) from taking action that isn't explicitly authorized by the Kentucky General Assembly if it costs more than $500,000 over two years.

For a Gov. Abusing his power it's amazing the 280 page veto where he had very informed information for his appeals to each clause: Just some below.
Gov. Andy Beshear has passed bills assisting the Energy and Environment Cabinet, he's been a dem "on the fence" (he so badly wants to be energy efficient if everyone here didn't prioritize coal or hate change (ahem with no programs I've seen to streamline coal miners to other energy efficient jobs)) over the balance of the environment and oil like any average Kentuckian is. But he's made comments congratulating Biden on his administrations efforts of balancing a new age of electric and energy efficiency with oils/"natural energy" and he's definitely fell to Biden's side.
Donald Trash of course doesn't like any pushback to his Project 2025 plans and his oil companies backing him definitely helped buy out Republicans as seen below @ the bottom of the article:
Delaying our AG's response time to bring relief to kentuckians and needing disaster relief authorized by the General Assembly for floods that usually overtake most of the water state is so much bigger than being "unelected" when Beshear has for the general part, done right by Kentuckians in terms of flood relief and responding to disasters and have exceptional bills passed.

Burke has introduced bills before regarding access to abortion, but they didn't make it through past sessions.
The whole article is a good read for stances among others and around similar bills that use exceptions but two things I'd like to point out:
Governor Andy Beshear commented on "these exceptions" (those being exceptions included bills) as well on Thursday, Feb 13th.
"So while I believe that some of the approaches and bills that are filed might sound different, I believe many people are on that place where we should get back to something that's reasonable to where a General Assembly isn't deciding the rights that women have to their own body, that women and their doctor can make those decisions under that same rubric that used to exist," he said.
The Gov. and the one (Rep. Lindsey Burke and Planned Parenthood Alliance) pushing these bills, House Bill 419 called the "North Star" bill reversing the overturn of Roe V Wade; And House Bill 418 respectively called the "Shield Bill" to protect those who cross state borders for abortion access. Both have stances we need to push and pressure for, showing Beshear the overwhelming majority want no government hand in healthcare decisions.
They're hoping to push both bills and aiming for the Shield Bill to at least be passed. To advocate for similar, all around abortion access bills:

The Louisville graduates were temporarily authorized to work under a federal program for international students, but had their legal status
Democratic state Rep. Nima Kulkarni of Louisville, an immigration attorney, says if the U of L graduates’ records have been terminated in the federal immigration database, they are likely “out of status,” which means federal agents are able to remove them from the country.
"I think we need to be incredibly careful about how we're treating some of the best and the brightest minds in the world who are coming to the U.S. — and to Kentucky specifically — to study and to work," Kulkarni said. “I think what we are seeing is essentially targeting a group of people that this country and our economy desperately needs in order to grow.”
She added that such policies will lead to a sharp decline in international student enrollment in colleges, whose higher tuition rates have been essential to university budgets.
While the specific reason is not yet known for why the Louisville graduates had their work visas terminated, Kulkarni added that it is “incredibly chilling” that students across the country have had their status revoked by the government “based on just interpretations of speech, without any kind of constitutional due process or without any consideration of protecting free speech rights.”
