Just to let you know, I saw your image about Toriel as Queen in mourning clothes. There is historical precedence for this. Queen Victoria wore mourning clothes every day for the rest of her life after her husband King Albert died. So I could see Toriel being more of a Constitutional Monarch style leader, with a council of monsters making the decisions and having her give advice.
If you mean THIS drawing, I have to agree AND disagree with you.
In this ending, Toriel would indeed have a council of monsters, yes, but they would only give advice. Toriel would (most likely ignore them and) make the ultimate decisions.
