Free DnD idea: a necromancer who raises the dead caused by an unjust system and sets them loose to haunt and hunt the people who uphold the system that wronged them.
The party will think they’re just taking out zombies that are evil, but they are there for a just purpose and if the system was changed the zombies would stop being created and be allowed to rest.
