Tiny Ingo was sent to help Emmet and does a great job of it. Tiny Emmet was sent to help Ingo, but he doesn't remember anything beyond that mission. The only thing Ingo is obviously struggling with is his memories, something Tiny Emmet can do nothing for. Frustrated and distraught that he's apparently incapable of doing the one thing he was sent there to do, he tries to help in other ways. Like putting himself in danger to get food that Ingo is perfectly capable of getting on his own. He just wants to help.
