As far as I'm aware, Thrawn wasn't in Imperial Space during the events of V and VI. He was in Uncharted or Wild Space, something previously explored in Rebels. Maybe he'll be dumped there to be used later in the timeline.
The rebels are going to commit their full resources against the Death Star, and the most illustrious (according to Legends) Admiral is kept away in Uncharted Space / Wild Space?
Naah, the Emperor is not that stupid.
If he still has Thrawn during V or VI, he will use Thrawn.
